TV video constantly skips 1/2 second, plays 1 second; green on bot

I just got DirecTV. It worked for a day, but now (see Subject title).
Also the bottom 5th of the screen is solid green. The audio does not skip.
I tried to do "Set up TV signal" - see the post I just made here titled ""IR
Hardware not detected" - but installed/working."

When you configure the card in Media Center does it allow you to select
DirecTV as your source instead of cable which you were using before?

DirecTV->coax->Pinnacle PCTV HD PCI Card->Windows Media Center XP SP3.
Live TV and recorded are the same. ( I tested recorded to see if there was a
buffering problem).
All channels. Constant, doesn't vary - plays 1 second, pauses 1/3-1/2
second, plays 1 second, pauses...

Couple of things to check (if you haven't) -

Have you ruled out hard drive issue (too full, needs serious defrag,
failing, etc.)? - Unlikely, but worth checking.

Your MCE preferred DVD decoder somehow got switched? If not, use this to
check:

You mentioned in other post that the tuner has updated drivers, have you
check video drivers to make sure some autoupdate didn't happen to a non-MCE
set?

UPDATED PROBLEM DESCRIPTION

I have a problem watching TV in Media Center. The TV constantly pauses
1/2 second then plays 1 second, pauses 1/2 second, plays 1 second - it is
constant and does not vary. This problem occurs on all channels, live or
recorded. The bottom 5th of the screen is solid green.
I know the problem is Media Center because I can use Pinnacle's
TVCenterPro and there is no skipping/pausing (and not green on bottom).

I was using cable, and switched to DirecTV (satellite). Trying to do
"Set up TV signal" in Media Center seems to be what broke it. I get an error
"IR Hardware not detected." I can use the remote to "try again" - so the IR
hardware works fine (Media Center's remote/sensor). I tried plugging the IR
Blaster into both ports, and I tried a different USB port for the IR
receiver. I can't complete the setup. Media Center was playing it okay
before I tried to run setup. (I ran setup to try to do recording with Media
Center.)

Pinnacle PCTV 800i HD PCI card (coax cable from DirecTV tuner), ATI Radeon
HD 3200 Graphics, Windows XP SP3 Media Center Edition, AMD Athlon Dual Core
2.5 GHz, 1.75 GB RAM.

The hard drive has 193 GB (not MB) free (77% free). Disk Defragmenter
reports 36% fragmentation (I only analyzed it).

The drivers were all updated 4 months ago, and it's worked all this time,
and no driver has been updated since.

I had ran that decoder check utility before. I ran it again. There are 19
entries.
The first one is Cyberlink Video/SP Decoder(PDVD8) - and all three checks
marks are green (including preferred - it's the only one). Two others have a
green check mark for MCE Compatible, and one of this is also checked MP10
compatible. All the others have red/white X's, including all the Pinnacle
listings. If this changed, I don't know what changed it, or what it was
previously set to.

The "IR Hardware not detected" is not a error with the setup software, it is
MCE looking for a MCE ir receiver and blaster connected to the computer to
control channel changing of the STB. If you want to setup to record or
change channels using the program guide with a STB connected you need an MCE
remote with receiver and emitter or you will always receive this warning.
Media Center all versions is designed to use a remote to control all
functions within the MCE 10 foot interface.

As for the video issue have you tried both channel 3 and 4 to see if the
problem maybe that it's just on the wrong channel to receive the video via
coax.
