Two Internet Icons?

When I go to START>CONTROL PANEL and click SWITCH TO CLASSIC VIEW, I have TWO
"Internet Connections" icons. Both reveal the same "connections" when
left-clicked, however, when right-clicked one offers the options
"OPEN-EXPLORE-CREATE SHORTCUT, while the other onlly offers "OPEN-CREATE
SHORTCUT." It was odd to me, first of all to have two icons, but, to have
different options on each. Am I whistling in the dark, or, is this a
hijacker's ploy to hide, and I've accidentally (since I hardly ever switch to
"classic" view) stumbled upon it?

Windows version?
