Go back to Language options in the Control panel and Remove English (United
Kingdom). Then add it back again and ensure that the keyboard selected is
German. Then your y and z should remain where they usually are, and your ß
should be next to 0.

On XP, at any rate, I have to right-click on the Taskbar and select
Toolbars. The Language bar is one of the options. It will probably appear
on the desktop, but if you examine it carefully you should find a way of
minimizing it to the taskbar - a tiny '-' above a tiny arrow called
'Options'.
