Two windows update issues

I've been trying for weeks now to install the following two Windows updates.

1. I keep getting an "Update Failed" message whenever I install the
Microsoft Windows XP Microsoft .NET Framework 1.1 Service Pack 1. However it
doesn't tell me why it failed, or what to do in order to fix the problem.
Any suggestions?

2. I have now installed the "Junk e-mail filter" for Outlook 2003 multiple
times and the install indicates a status of "Successful." However I continue
to get prompted, as if the installation never happened. How do I get this to
install once-and-for all and stop prompting me to reinstall it every 5
minutes?
