tying to update kb967943 update for w7 r2 for x64

i can't install this file. i get error code 80070002. read about it and
followed the step to fix then got error code 80070003. run that fix and it
goes back to error 80070002.
also can't get w7 to install, i think i need this file to install it.
i'm running 64 and downloaded both the 32 and 64 versions. both come back
saying that i can't upgrade w7 64 to a 32 system. all other 64 file updated
fine.
i loaded vista64 from a dvd to a new hard drive, that dvd only has vista64
on it.
any idea?

PS: If Win7 isn't installed, there's no way you're going to get KB967493
installed: "This update must be applied on computers that are running
Windows 7 Beta."
