Tying to update windows vista

My message I think is quite unusual, because nobody at Dell can help me with
this issue.
Here goes, I just bought a Dell Inspiron 531, I can connect to the internet
and surf to some sites not all. I CANNOT go to the Microsoft web site nor
update my operating system. It simply spools, does not go anywhere. I'm
running Vista Home Premium an using broadband 5MGps. Dell tells me its my
phone line, my IP server says its a software conflict specically ISP IP
setting that is dropping packets???????
I have another computer running XP and I do not have a problem surfing with
that one.

Do you have an idea to fix my problem.

Maybe try adding windowsupdate.microsoft.com to your trusted sites. Can
you connect to Windows Update at all? Or can you connect but just not get
updates?

No. Any sites dealing with Microsoft, MSN, Hotmail, Dell Connect, I cannot
reach. I can go to google, yahoo, bell canada and other sites. I cannot go
to sympatico, my IP site because it is link with MSN. Under tools/window
update, it does not list updates, just a spooling of the cursor. While
speaking with a tech from Sympatico, he mentionned the TCP/IP is not
receiving the packets. I've tried the tracert with the Microsoft site and I
can reach that site within 12 hops.
If I try to type the site in the trusted site section, I get a message
saying that it must be a secure site.
So no to your question.

If you have a router, have you tried removing it from the scenario and
checking to see if you can make a direct connection to your ISP and hit the
sites?

How did they determine that packets werent getting received?

I do not have a router, just a simple modem. With xp I can see the number of
packets sent and received during a surfing period. I do not know where to
look with vista. As for the number of packets not being received, I could
only go based upon what both tech support people are saying. They are both
saying that no info is coming back to the computer to display Microsoft or
other sites. Dell says it is the line that is in need of being upgraded while
the IP tech says that it is a software issue of not receiving the packets.
Both are saying the same thing but are pointing to two different causes. But
my question is why I can surf to some sites while I cannot go to other
sites????????????????? Are the packets really not coming back????? None of
them really have a way of fixing it, Dell simply wash their hands and tell me
to switch to cable and the problem would be resolved. I'm not too sure. In
the mean time I'm stuck between a rock and a hard place. I think it is a
software issue, an OS problem, but where. My situation is quite unique. I
simply would like to install xp on that computer but if I do so, I will void
the warranty on it. My other computer using xp surfs great. I thank you for
your time in tying to help me.

Well its definately odd. I dont know that its an OS issue though because,
as you said, you can surf to other pages. That tells me that the TCP stack
is working properly, the browser is working properly to display pages, etc.
OOC, have you tried another browser? Does it have the issue?

I've tried Firefox and I have the same problem. Could it be that I have a
security issue within the OS or Norton Internet Security. I've turned off
everything in the settings that is pertaining to Norton. Everything is set to
off and still I cannot surf to Microsoft and others. I'm serious this is
totally odd. Reinstalling the OS from CD. This could be an option.

I dont think you need to reinstall just yet, thats a little drastic.
Obviously something is interferring with you though. Have you tried a
clean boot of the system?

Use MSCONFIG and choose the selective startup option, uncheck load system
services and startup items, and then reboot and check the results.

I'm not a pro in this, so if I understand you correclty, I would leave all
windows start up file alone and uncheck everything else?
If not which file to leave alone and what files to uncheck?
