Typing in special characters bug

Sometimes in many programs I start to type special characters such as
éÉ^^¸¸^^¨¨’. when I want to type /?[]{}<>"
This happens in just 1 program sometimes, but if I close the program the
characters go back to normal.

I've had this problem with msn messenger and photoshop. It has happened on
both my laptop and my desktop, both running vista. its quite annoying.

Does anyone know how to fix this problem?

Have you checked your Regional Settings?

- Open "Control Panel"
- Click "Clock, Language, and Region"
- Click "Regional and Language Options"
- Click the "Keyboards and Languages" tab. Do you have the correct
keyboard layout installed?Of course, it could also just be your keyboard is flaky. Do you get the
same problems if you physically use a different keyboard?
