tyring to up date windows( help)

i am trying to up date windows but when i go to the site i get a messege on
screen saying this; yourcurrent security setting prohibit running Active x
controls on this page as a result the page may not display correctly. i have
been getting that message a few times on different programs also. can i fix
this problem and how?

i have just changed the security setting to low and it still give me the
same messege. Can i looked to see if i can redownload active x but not sure
what one to download running windows 98 some one please help
