It seems it is a kind of a bug but I'm not sure. A lot of folders also
contain desctop.ini file but as far as I know these files shan't be there
'cos Vista is handling folder icons via the registry store instead of
desktop.ini files. It is also sounds like a bug. Anyone can easily review
this situation just looking at Videos, Music and all other personal folders.
You also can reproduce very strange behaviour, but you need to use FAR file
manager. Open it without elevation, switch to some folder in Program Files
folder. Try to modify some of the files - success. You can observe the
changes saved. But UAC didn't tried to forbid us such actions. The problem
becomes more and more complicated when you try to use modified file like you
legally do. In my case, I'm using gVIM editor windows port. I had tried to
change it's main config file _vimrc. The changes were ok after actions like
aforementioned I did. But the editor behaved such like it doesn't know
anything about changes. So I just removed the modified _vimrc file using
old-good FAR w/o elevation. There was no decline to perform such an
operation. But I noted that the _vimrc file remain unremoved. I had looked
the contents of this file and noted that the conents were the same as before
modification. Wow, that's really sounds like a bug!!!
