I was trying to temporarly turn off UAC for trouble shooting purposes.
Control Panel\Security Center\Other Security Settings does not provide the
turn off option. Where can I find the 'turn off' command?

Check "help and Support" - sear "UAC" - how to turn off UAC is lsited.

You can do this in the >control panel >user accounts then look at the left
hand panel for that option.

TweakUAC is an excellant utility which you should try. makes things easier.
