On your keyboard press the CTRL+ALT+Delete keys at the same time and
choose "start task manager" under applications you should see "system
restore" click on it and choose "end task", restart your computer and
try to start system restore again.

I first installed Vista Ultimate in February of 2007. I had a similar
problem. I would attempt to start System Restore and it would take from
fifteen to twenty minutes before it would start. Sometimes it would never
start. In any event, whenever I would attempt to start it a second time
(after the first attempt) I would always get the message "The System Restore
wizard is already running. This program will now exit." I could never find
an answer to the problem from Microsoft or anyone else. I simply gave up and
purchased Acronis True Image Home and went about my business.
I installed SP1 and no longer had this problem. I can click on System
Restore now and it initializes immediately. I assume, as in many cases,
Microsoft was aware of the problem and provided no feedback on it as they
worked on solving the problem. I could be wrong about this, but I doubt it.
