There are some usability quirks with it I agree. E.g. while I can tab
to set focus to each of the original agreement window's sections I can't do
anything with them except scroll the agreement when focus is on it.
However, there is some useful redundancy in that window.
In particular I see an Address bar for it, (slightly camouflaged <w>)
which can be selected as usual by Alt-d. So you could copy the URL
from there and open the EULA in a separate (e.g. larger window).
Further, the copy of the agreement window seems to have more control.
E.g., you can then select all of the text and copy and paste it
into a Notepad window for easier reading. Etc.
