Unable to Accept License Agreement terms for Windows Update Catalo

I am trying to download critical updates for an old Windows ME machine that I
have just rebuilt and which does not have broadband Internet access.
I have Windows XP Home edition, Internet explorer 7, on my main machine and
would like to download Windows ME updates and install via a USB key.
Problem is: when I put updates into my download basket, select a download
location and click 'Download Now' I am given a prompt that I must agree to
licensing terms before the downloads will start. The license agreement is not
actually displayed, pressing PAGE DOWN causes no changes and the 'Accept'
button will not become activated. Therefore I cannot download the updates.
Can someone help please ?

n.b. I am trying to download from Windows Update Catalog website.
I had a local source of all updates for Windows O/S, Internet Explorer etc
on a local server using a previous incarnation of Update Catalog so I know it
(used to) works.

Addendum:
Just tried to download from Windows Update Catalog using WinME / IE6 machine
(via dial-up) and the license agreement displays OK and I CAN select the 'I
Accept' option. So it looks like a problem with my machine XP Home SP2 / IE7.
Is it just my machine or does XP/IE7 not support Windows Update Catalog ?

Good question. Not having IE7 installed, I can't say for sure if that is
what the issue stems from or not.
Could it be that Clear Type being enabled by Default prevents one from
agreeing to the EULA ?

There are some usability quirks with it I agree. E.g. while I can tab
to set focus to each of the original agreement window's sections I can't do
anything with them except scroll the agreement when focus is on it.

However, there is some useful redundancy in that window.
In particular I see an Address bar for it, (slightly camouflaged <w>)
which can be selected as usual by Alt-d. So you could copy the URL
from there and open the EULA in a separate (e.g. larger window).
Further, the copy of the agreement window seems to have more control.
E.g., you can then select all of the text and copy and paste it
into a Notepad window for easier reading. Etc.
