Unable to access network panel in Vista home premium 32-bit

I aquired a new Dell computer two days ago and when I click on "Connect to"
in the start menu, the network panel shows up with a blank page and continues
to load. While it is being loaded (it never stops loading), I am able to
access other programs with ease (which means the computer is not lagging or
frozen). Why is this happening and how can I fix this?

You may want to add administrator to the local service. or this post may

Try this:

1. In the Start Search box type cmd and press [Ctrl]+[Shift]+[Enter] (simultaneously)
2. At the command prompt type Net localgroup Administrators localservice /add and press [Enter]
3. Reboot the PC

This tip was from Arie (Administrator Microsoft MVP@windowsBBs

It worked in seconds after weeks of frustration!
