Unable To Change Folder Attribute

I tried changing my Cookies folder.
In the command prompt as administrator I navigate to
C:\Users\Me\AppData\Roaming\Microsoft\Windows\Cook ies
and then type the following:
attrib -s -h
I get no error but I still need to uncheck 'Hide protected operating system
files'
in Folder Options.

Am I missing something?
