Unable to charge telefonica balance

Does anyone know why telefonica does not acknowlegde U.S. VISA card accounts
for charging Windows Live Call accounts? Additionally, why is it exceptable
to have a company handling VoIP services in the U.S. that has no customer
support for handling account issues?
