Unable to Connect--Error code 80040154

Hello! I am running 64x Vista Home Premium, and a few weeks ago
installed Windows Live Messenger 9. However, I instantly get an "Unabl
to Connect" error every time I try to sign in. I followed th
instructions here ('Windows Live Help
(http://help.live.com/help.aspx?mkt=e...4&Locale=en_ms)
and had no luck. What should I do
