unable to create shortcut with right click

For some reason, whenever I click on a blank area on my desktop (pulling
up the context menu) and select NEW and then select SHORTCUT - nothing
happens.

Any ideas why this has stopped working.

I can't create any internet shortcuts on my desktop. Well, actually what
I have resorted to is copying an already existing shortcut and then
modifying the link and then renaming it.

I'm wondering why this has stopped working.
