Any Internet Explorer full version contains the related Outlook
Express program.
Here the last Internet Explorer 6 full version available (IE6 Service
Pack 1).

This release is not downloadeable from MS site; after the install,
upgrade the Explorer with the last Internet Explorer service pack from
Microsoft site.
