Unable initialize windows sockets interface, error code 10107

I wrote miniport NDIS 6 driver and installed it to Vista. I found "Unable
initialize windows sockets interface, error code 10107" when I tried to ping
itself. It didn't work when I tried tp set IP by myself. Any body knew this
problem?
