Unable to install critical updates

I've been unable to install critical updates for over a month. I
successfully download the updates, but the installation fails with no
explanation, nor do they show up as failed in the update history. I disabled
Norton Internet Security & Antivirus, and went so far as to uninstall Spybot
& Tea Timer, but this doesn't help.

The updates I tried to recently install are:

Update for Windows XP KB916595
Security Update for Windows XP KB914388
Security Update for Windows XP 917159
Windows Malicious Software Removal Tool - July 2006 KB890830

I'm NOT installing Windows Genuine Advantage Notification KB905474 because
this is basically spyware, and unless Dell has started selling pirated copies
of XP Professional with their systems, I pretty sure my copy is legit.

I've looked through the KB log files. They're all pretty much the same,
although the failed ones are different in that they include a "Old
Information in the Registry" section and a "New Information in the Registry"
section, both of which say exactly the same thing:

Obviously it's referring to Norton. Norton is up to date and appears to be
running fine, so I'm not sure what that has to do with anything. Successful
installs have a lot of log file after this line:

1.547: Update.exe extended error code = 0xf200

While unsuccessful installs have a log file that ends with:

1.313: Update.exe extended error code = 0xf201

The Windows Update Log says:

Note that I also followed the directions regarding the 0x80240020 error. The
SensLogn key showed up under the Notify_Disabled key. I recreated all the
appropriate keys and subkeys in the Notify key per KB910341. I shutdown and
interestingly enough, the critical updates installed at shutdown. However,
when I restarted and tried to install other updates, they downloaded fine but
wouldn't install. Again, I'm getting the 0x80240020 error in the Windows
Update Log. I noticed the KB article said to run IE as a member of the local
Administrator's group. I have one account on this computer and it is the
administrator account, so IE should be running with the appropriate
permissions. I also noticed that when I right-clicked on the IT icon, per
the article, I didn't have an option to "run as." I'm running IE7 beta
2--could this be an issue?

updates from the Windows Update Web site, from the Microsoft Update Web

Yes, I know that, which is what I was referring to in my second post where I
said "I recreated all the appropriate keys and subkeys in the Notify key per
KB910341..."

It still doesn't work, and some updates don't appear to even allow for
manual installation (like device driver updates).
