Ironically that message may be telling you that you already have
that patch applied or one which supersedes it.
If you need more help please post using the OE you are trying to patch
or post the versions you have (e.g. use OE's Help, About) for: msoe.dll
and inetcomm.dll
Alternatively to assist your own diagnosis look for file manifests in the
TechNet Security bulletins. E.g. for 823353 open
http://www.microsoft.com/technet/sec.../ms04-018.mspx
You have to expand the bullets for
[+] Security Update Information
[+] Outlook Express 6 SP1 for Windows XP,...
to see the file manifest. Notice again, that most of the most important
modules are listed in the OE Help, About display for easy comparison.
Alternatively you can use other tools such as filever (e.g. from the RK)
or msinfo32 to make that sort of information easily capturable.
