unable to install new windowsupdate utility - 0x80070005

When I try to install the new windowsupdate utility from
windowsupdate.microsoft.com site....I get following error:

[Error number: 0x80070005]
The website has encountered a problem and cannot display the page you are
trying to view.

The error code means, access denied, in this case on the wuauserve

Also, I have figured issue might be with file wuaueng.dll as when I try

[sc] open service failed 5 - access denied

please, try this steps: control panel > administrative tools > service >
find wuauserv in the list and double click on it, click the log on tab
and select "local system account"

Note: You do not need to select the Allow service to interact with
desktop check box.

also, go to control panel > administrative tools > event viewer,

and see if there is any error message with source in Source: "Service
Control Manager" and event id: 7000, 7013,....
