Unable to install for restarting reasons....

This is a pretty annoying problem that i have been trying to fix for a
few hours now...

I recently did a Windows XP repair install with windows XP professional
edition and now i cannot install Microsoft Windows Installer 3.1.

The automatic update is on, the two scripts BITT or w/e it was called
and the other are both enabled.

I tried microsoft's steps and deleted the mandatory reboot keys so it
doesn't keep saying i need to reboot for install but it does anyways.

I deleted those keys then ran the 3.1 installer.exe download that i got
from the windows update and it would install everything, then get a
small "access denied" window and close it all down and restart my
computer.

Then when i tried to install it after that it just says i need to
restart again and does these two pretty much infinitely... I have no
restore points incase someone would suggest that....

Have you tried Add/Remove WIndows Installer 3.1 first, then run the
download/update?

Yes i have tried that but the program is not there at all T_T..

Make sure Show Updates is checked in Add/Remove Program at the top of the
window.

Yes i tried that as well a few times, uninstalling it in add/remove
programs and when i restart the same errors come back up

Anything show up in Event Viewer log when you try to install?

That was VERY weird... it just successfully updated all on its own
randomly while i was afk....

Thanks for all your help though.

That happened with me as well ... I had to wait over 7 hours ... everything
was checked and finally everything checked out fine.

Have not had a problem since ... but I had to basically clean out everything
on the system, Temporary Internet Files, BITS Downloader folder,
SoftwareDistribution Folder, CatRoot2, WBEM/Repository, re-register DLLS,
....
