Unable to install Security Update for MS.Net Framework Version 1.1

The following update KB886903 will not install.
I get;
Application has generated an exception that could not be handled.

I do want to help, but which operating system are you experiencing this on?

Windows 98
Windows Millennium Edition
Windows 2000
Windows XP
Windows Server 2003 (by default)

Also, please let us know what service pack if the answer to the first question
is anything but the first two entries.
