Unable to install two last Outlook updates

Updates were unable to successfully install
The following updates were not installed:

Update for Outlook 2003 Junk Email Filter (KB905648)
Security Update for Outlook 2003 (KB892843)

Event View shows:
Installation Failure
Error Code: 0x80070643

I even tried to repair/reinstall Office 2003.
I do think the problem started after having used a combination of Webroot
Window Washer and Registry First Aid with a thorough cleaning up of temp
files and unused registry entries. Perhaps the Office temp files are deleted,
however, I have the CD ready at hand (corporate edition).

Any solution?

because ose service is disabled or cannot be started. Applicable Office versions: Office 2003

You receive an "Error 80070643" error message when you try to update Office 2003 by using Software
Update Services

My OSE Service is working fine.
Obviously this is a problem for many people.
Are there any other solutions
