Unable to install or uninstall any software

Vista states an installer is already running when attempting to uninstall any
software. Error: "Another program is being installed. Please wait until that
installation is complete, and then try installing this software again."

Even while logged in as Admin, after reboot, turing off Anti-Virus, and
checking the running processes for any msi or Windows Installer entries.

At one point I disabled the Windows Installer service, rebooted the PC, and
then started the service again just to get an application installed. What can
be done so I don't have to go through this tedious process to
uninstall/reinstall software?

I uninstalled the Dell Support Center and things seem to have improved. Since
that software came pre-loaded on my computer it could explain why I've always
had this trouble.

Norton causes many problems.
