Unable to install XP Pro SP 2 "Unable to copy file ...."

My attempts to install SP2 have lasted four days now. The download works,
WIndows Update works, everything works except that, when copying the files
(it has failed on OSGEN.DLL, tabletoc.dll and TSOC.DLL) it errors, won't copy
the file, and my only recourse is cancel, at which point it uninstalls what
it has done.

I have tried from Windows Update - the file it barfs on is consistent with
the method/time of install. Thus it died on OSGEN.DLL the first four times I
tried. Two days later it died on tabletoc.dll multiple times. Last night and
this morning I reinstalled Windows XP Pro SP1, ran the security updates
(multiple times) and then tried to install the SP from CD multiple times and
it died every time on TSOC.dll.

Each time I have been able to move/copy and otherwise do things with the
target file on disk - not that it makes any difference - but that seems to
argue against bad sectors or something like that.

I scanned with Norton earlier in the week and - before the last attempt and
after a fresh install of XP - installed and scanned with McAfee. Nothing. So
far this week I've wasted about 20 hours on this and I'm more than a little
frustrated.

Any ideas anywhere?
