Well it was the keyboard locale, but I don't know why.
On the login window it was telling me the locale was EN. Typing my password
into the user name field showed that when I typed '#' i was getting '/'
Using RDP to get to the system locale settings showed that everytihng was
set for the UK and was looking normal. Also typing a '#' gave me a '#'!
I rechecked the option 'Apply all settings to the current user account and
to the default user profile' in regional and language options rebooted now
everything is working fine.
