Unable to open firewall

I am having a problem with the Window Security Center firewall settings.
When I attempt to enable the firewall, I get the following message:

"We're sorry. The Security Center could not turn on the Windows Firewall.
To try turning on the firewall yourself, go to Windows Firewall in Control
Panel. IN the Windows Firewall dialog General tab, select On (recommended),
and then click OK."

When I try this, I get the following message:

"Due to and unidentified problem, Windows cannot display Windows Firewall
settings."

Also, before this I was having a problem that was causing an extremely slow
(10 minutes) shutdown. I traced this down to Norton Antivirus 2002. If I
shut this down prior to shutting down the computer (view task manager), it
would shutdown normally. I tried to upgrade to Norton Internet security 2005
but have been unable to install (even after 4 hours on the phone with Norton
support).

I feel that the security manager/firewall may be the underlying problem. Is
there a way to reinstall this (without backing out and reinstalling SP2)?

Thanks in advance for your response.

Hi

Please try this:

Start/Run --> cmd.exe

and then, in the command prompt that opened up, type:

netsh.exe winsock reset

and hit Enter. Follow prompts and reboot.

If that didn't work, see if registering the following DLLs helps:

From Start/Run, run the following commands:

regsvr32 %windir%\system32\atl.dll

then

regsvr32 %windir%\system32\hnetcfg.dll
regsvr32 %windir%\system32\netshell.dll
regsvr32 %windir%\system32\netcfgx.dll
regsvr32 %windir%\system32\netman.dll

Then do a reboot.

When I tried "netsh.exe winsock reset" it never responded with prompts.

I then tried reregistering the dll's.

When I did this, then rebooted an error initially flashed up on the screen
regarding the dll's (but I didn't catch what it was before it disappeared).
When it rebooted and I came into the Windows Security Center, it said that
the firewall was enabled but the box was checked saying I had my own
firewall. When I tried to enter the Windows firewall, I still had the same
errors.

Thanks for the quick response. Your continued help is appreciated.

One other thing (in addition to my other reply), I can no longer access
internet since attempting these instructions.
