Unable to run Update or XP SP2 Install or visit https sites in IE

I am looking for an answer to a problem whereby Update.exe fails with Setup
Error "The System cannot find the file specified" and also any ActiveX
control fails to run with "Your current settings prohibit running ActiveX
controls....."
I have removed all malware and virus scanned. I am also convinced that it is
to do with the authentication process of modules (i.e. Trusted
certification). Other symtoms include the lack of the Digital Signature tab
when viewing properties of any Security Catalog file *.CAT.

Other clues are when trying to view details of any Certificate in IE Tools,
Internet Options, Contents, Certificates, Select Certificate and d/click or
click View nothing happens and when you try navigating away from the window
(i.e changed to a different certificate category) the CPL fails with error
"Rundll" An excep... error occurred while trying to run
"shell32.dll,Control_RunDLL "C:\win..\sys32..\inetcpl.cpl", Internet Options

I bleive that the problem lies with Windows being unable to establish
authenticity of any programme.

I would like to better understand how Windows checks for authenticity before
running Update.exe of running ActiveX controls etc.

Any possible answers?

Scott; i had a similar problem after i had installed sp2. So i went to
add/remove programs and removed Sp2 and then after rebooting downloaded SP2
once again. Then the instal worked. Try that! Hope it works for you!

I may have a similar problem. I can install a digital certificate in "other
people" store, but not the "personal" store. However, when viewing store in
run.. mmc.. certficates.. .it's there.

Any settings I'm missing or is this a "glitch" in sp2? I don't have this
problem on any other computers using sp1 with this certificate.
