Clean installation?
My suggestion is - being a completely clean installation - you have nothing
to risk in installing the latest service pack manually - now...
Download the IT version or the CD ISO and burn it to CD... Use one or the
other to install SP3 on your clean machine. Start out fully patched.

If - for some reason - you just 'feel the need' to go through Service Pack 2
before going to SP3 (no real need if you have SP1 already) - then:

If you want to just fix your updates - try this:
Updates are not installed successfully from Windows Update, from Microsoft
Update, or by using Automatic Updates after you repair a Windows XP
