Unable to shutdown PC normally

I am running Windows XP, SP3.

When I attempt to Shutdown my PC the shutdown program hangs. I receive the
"End Program" error message. It is only after several attempts that I am able
to "End Now" and shutdown or restart my PC.

Thanks for any suggestions to fix.

Uninstall any Norton "products" and the system will shut down normally.
Then install a free AV that doesn't isn't 'malware-like', either AntiVir
or Avast.

If no Norton "products" are installed, then suggest you post this issue
to the Windows XP newsgroup instead of the Windows Updates NG:

I have both Norton and PC Safe on my PC.

I'll give your suggestion a try.
