Good to hear that your problem is solved.
On XP Home, the security tab wont be shown, unless the computer is booted in
safe mode
On XP Pro, it wont be shown by default for a machine in workgroup, but it
can be enabled. Please see

The issue is that BITS service was trying to create a file in Downloader
folder and that was failing with ACCESS_DENIED error, presumably due to ACLs
that prevent LocalSystem account from write access.
Were there any files in that directory when you deleted it?
It would have been good to know what were the ACLs on that folder to
understand the problem. But now that the folder is deleted, I guess we lost
that chance.
Please let me know if you see the problem again (via email). As far as I
know, We have heard of this problem only once before.
