Unable to turn off network discovery

I'm running Vista home premium on a notebook and
network discovery & file sharing were always off until
recently, now they are both on and cannot be turned off
because the off/on dialog is greyed out.?

Change Network from Private to Public.

It is Public, would a third party firewall change that
setting.?
