Try: Click Start, select run, type: regsvr32 wuaueng.dll
Press Okay

or
You cannot turn on the Automatic Updates feature on a Windows XP Service
Pack 2-based computer
http://support.microsoft.com/kb/916261
The Automatic Updates feature is turned off in the Security Center.
Additionally, you cannot turn on the Automatic Updates feature.
When you try to install updates from the Microsoft Windows Update Web site,
you may receive an error message that resembles the following:
0x80070424

The regsvr32 wuaueng.dll approach works until you turn your computer off.
When the computer is turned back on it reverts back to the orginal
problem-updater turned off...
I'm still having problems and I'm currently running service pack 3. I've
used the regsvr32 wuaueng.dll to allow me to download updates, but as soon as
I turn the computer off/on it switches back to the same old problem.
Any ideas or thoughts would be greatly appreciated.

On the assumption you have no viruses or malware on the computer and no
other existing problems -

Check the registry value for "UpdatesDisableNotify"

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Security Center]
"UpdatesDisableNotify"=dword:00000000

require you to reinstall your operating system. Use the information provided

Chances are that you're seeing the affects of a hijackware infection.

1. See if you can download/run the MSRT manually:
http://www.microsoft.com/security/ma...e/default.mspx

2. Run this online scan (in safe mode w/networking, if need be):
http://onecare.live.com/site/en-us/center/howsafe.htm

3. Run additional checks for hijackware, including posting your hijackthis
log to an appropriate forum.

When all else fails, HijackThis v2.0.2
(http://aumha.org/downloads/hijackthis.exe) is the preferred tool to use (in
conjuction with some other utilities). HijackThis will NOT fix anything on
its own, but it will help you to both identify and remove any
hijackware/spyware with assistance from an expert. **Post your log to

http://forums.spybot.info/forumdisplay.php?f=22,
http://aumha.net/viewforum.php?f=30, or another appropriate forum for review
by an expert in such matters, not here.**

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a local, reputable and
independent (i.e., not BigBoxStoreUSA) computer repair shop.
