Installation of Windows Installer v3.1 is /required/ for full WSUS
functionality, as WSUS supports and provides updates that use Windows
Installer functionality, most notably Office products.
Failing to install Windows Installer v3.1 may invalidate detection activity
between the WUA and your WSUS server and/or cause additional issues when
attempting to install certain WSUS-provided (or MU-provided) updates. The
WUA will attempt to validate the presence of Windows Installer v3.1, and may
throw errors if it cannot detect the v3.1 package, including preventing any
detection of additional updates.
Perhaps your Installer 3 issues can be traced to one of the early "gold"
releases of Installer v3.1 which were known to be defective. Verify that
your WSUS server has the /latest/ revision of Windows Installer v3.1, which
is Revision 103 dated 5/17/05.
On any systems where you have Installer v3.1 issues, uninstall the Windows
Installer v3.1 via Add/Remove Programs, re-approve the Windows Installer
v3.1 from your WSUS server, and then allow the WUA to re-detect/re-install
the current revision of Windows Installer v3.1 from your WSUS server.
Note: All future questions concerning WSUS issues should be posted to

replies concerning the functionality of your WSUS environment, where you can
find other threads discussing issues clients have encountered where Windows
Installer v3.1 was not properly installed.
