How to unblock a contact?

How to unblock a contact? There is Windows live messenger icon with a block
mark show on the tool bar. Double click it, a message say that "If blocked,
this contact will not be able to have online conversations with you or see
your online status." I don't think I've ever blocked the contact, and cannot
find anywhere to unblock the contact. Anyone can help?

At the top, click Tools > Options and then click Privacy.

Thanks for reply, Actually, these contacts are all on my "Allow" list. No
matter which contacts I clicked, they all show the same block icon. I didn't
notice when I was able to online video call what the icon was. For normal
video call how the icon should be look like?

Try this then. Right-click on the icon showing that person is blocked
and click Unblock contact.

There is no "Right-click" event associated with that icon. Actually, I found
even the icon shown blocked, I still can connect with the contact. I am
really don't know what is meaning of the blocked icon.
