Underline menu?

How can I show Underline at the menu like in Windows 98 and XP(can configure
thrugh setting), but I can't find a setting that shows the underline.

Make the keyboard easier to use

Make it easier to use keyboard shortcuts
[ ] Underline keyboard shortcuts and access keys
