Unicode and BAT File Fight It Out

My program creates a Unicode file. It has the Byte Order Mark at the start,
then a series of 16-bit characters. Wordpad and Notepad are very happy to
open the file. But the DOS shell won't execute it. I can copy and paste the
file as displayed in Notepad into a new copy of Notepad to rewrite it as
ASCII and execute that. Has this been explored as an issue before? Is there
a KB article? Is there something truly wrong with the file that I am
creating? Have a look at my file. It is located at
