Uninstall Win 2000 SP4 gets Status Code 128

I upgraded an off line computer from Windows Professional 2000 SP2 to SP4
(purchased on CD from Gates). Worked fine for 1 week, then locked up on
start up after network inputs. In SAFE mode I uninstalled SP4 (had preped
for that) and now start up stops with this message:
The Procedure entry point IsWellKnownSid could not be found in the dynamic
link library ADVAP32.dll in C:WINNT\System32\services.exe Status Code 128.
Even trying SAVE mode won't work.
How can I get out of this endless loop?
Do I need to reinstall Win2000 from CD?
I find "How to Perform In-Place Upgrade of Windows 2000" on Microsoft. Use
it or not?

Looks like you have a regressed version of advapi32.dll
or an unregressed version of services.exe
or corrupted copies of either. Which?
