Uninstalling failed partial installs

When an install crashes (such as installing .NET framework 1.1 SP1 after
installing XP SP 2), and you have to use Ctrl-Alt-Delete to break out of the
install process, you do you eliminate the 'partially' installated program?

I have been running Outlook 2003 Detect & Repair, and in the process it
identifis such situations and asks you if you want to uninstall the partial
install, and it clears up the problem, but it is very time consuming to
resolve this issue.

Is there a better way?
