Yes, you will need to disable all email scanning options.

If that still does not help, then uninstall Norton completely as a test
to see if Windows Mail will work properly afterwards. See the FIRST
section under Problem One for more about this.

This will help show you how to fix the stuck undeletable email messag
problem in Windows Mail for all folders

Installing the KB941090 update will just fix the problem for now. Yo
must stop the cause to prevent it from happening again. Read the sectio
titled "FIRST" in this tutorial about antivirus and other securit
programs to help prevent this from happening again, then install th
KB941090 Microsoft Update in the section titled "SECOND" to fix and b
able to delete the stuck message from the problem folder

A newer fix is http://support.microsoft.com/kb/941090

Although that article only mentions Outbox, it works for all mail folders.
Also, if you install SP1 for Vista, it includes that hotfix.
