Import requires the program to find the index and folder structure(created
by or exported by one of the three available programs)
Importing files from:
OE(needs to find OE's Folders.dbx and dbx files containing messages)
Windows Mail(needs to find the message store, folder structure, and
messages)
Windows Live Mail(same as Windows Mail)
i.e. it imports based on the program and structure created by the previous
or current program. Without the above...messages don't import. Drag and
drop(effectively what you did) does.

I thought this problem was fixed! But when I try to import a folder of .eml
files (250MB) I get a message that there is no mail to import...or it
imports the mail but you cannot open or move the messages. You get an
"unknown error " message.
I worked around it by opening the folder with the eml files and copying
them
all into a new folder on the left pane. In other words, the wizard needs to
shore up its wizardry. Meanwhile, it's only time wasted on my end.
So, what's with this import folder wizard?
