Unmovable file

This is very strange. On Vista SP2 32-bit, I have a recently downloaded
file that I cannot move. When I try to move it anywhere, I get a popup
saying there's already a file with the same name in the destination
folder. If I then cancel, sure enough I find a file with that name there
-- apparently a copy of the file I was trying to move.

Thing is, it wasn't there before. This even happens if I try to move the
file into an empty directory. Magically, a duplicate of the file I'm
trying to move appears there with the same name just as I go to move it,
and Windows then complains that there's already a file there with that name!

WTF is going on?

Suffering from reading comprehension problems, Berigheid? I was not
getting any message about the file being in use. Instead, the file was
being copied to the destination in advance of the move attempt, which
then found its *name* already in use.
