Deceptive at best.
There is no such thing as Service Pack 3 for Windows XP at this time.
This will give people a false sense of security thinking they have SP-3.
Thus when SP-3 is eventually released, some will wrongly believe they have
SP-3 installed.
If this had any credibility at all, a reasonable name would have been chosen
and not one that can easily mislead others into believing it is something it
clearly can not be.
Microsoft is the ONLY legitimate source for Microsoft patches, updates etc.
ALL other sources are unauthorized, possibly dangerous and should be avoided
as you would a bad virus.
