In the early years, Messenger was sort of a companion to Hotmail instead of a distinct entity
like it is now.
In all this time, this feature hasn't really changed a lot. It's controlled entirely
server-side and when it breaks, there really isn't a lot you can do about it.
However, it usually fixes itself.
