unsuccessful update installations

hello,

On running windows update. the following were not installed:

Microsoft Windows Installer 3.1
Update for Windows XP (KB898461)
Windows Genuine Advantage Validation Tool (KB892130)

All of above fail with error code:: 0x80246008

I looked up this error code and it says BITS is not running
I tried to start it but it does not , comes with error 1083

any help would be appreciated,

btw I should have added that I did try to fix 1083 by running Regsvr32 on
qmgr.dll and qmgrprxy.dll (as mentioned in an article) but that did not help
start BITS

Error 2147024891 when starting BITS
Error 0x80246008 during the download process - BITS not enabled

Open a command prompt window, and key in (or copy/paste):
rd /q /s "%ALLUSERSPROFILE%\Application Data\Microsoft\Network\Downloader"
hit ENTER

Now key in:
net start BITS
and hit ENTER


Note you may have to re-register those files again. Reboot if necessary.
