Unwanted UAC actions

It seems that UAC has imposed limitations I did not want and did not request
and cannot live with. For some unknown reason I can no longer copy an
address in the MSIE address bar. I can no longer set time or get the
internet update of time to operate. I have turned off all UAC controls
(supposedly, and I get the error message saying I have done so), but
functions are still not returned to me. My login says that I am logged in as
adminstrator (as I have been), but many functions are now restricted. Two
questions: (1) how do I get rid of these &@#$ restrictions?; and (2) how do
I prevent this from re-happening?

Get (free) Tweak UAC http://www.tweak-uac.com/ put it in the "quiet mode".

I got the 404 error in going to the specific address of the link, but then
was able to go to a tweak-uac sub-page. I requested a download. The
download was halted stating that an unexpected error resulted. (This is
repeatable.) The download message also directed me back to the first site
address for an updated version of the program. (Closed loop.)

In an event, the description doesn't sound like it will fix my problem. My
issue is NOT that I can messages to authorize an action. My issue is that
the actions I try to take are rejected, without message. They seem to be
ignored. For instance if I try to "Run msconfig", the action has NO
response. GRRR.
