Unzip utility missing

Trying to unzip a folder in VISTA but the utility seems to be missing.

I read:

And the irony here is, you have to UNZIP the ZIP fix.

Any help would be appreciated.

for you

The ZIP fix I see on that page is not in a zip so does not need
unzipping.
