Update BITS 2.0 fails to install

Windows update tells me that that there is one important update for my
computer – BITS 2.0 and WinHTTP 5.1 for Windows XP. I accept to get the
update but the installation fails at every attempt. I download the file
KB842773 manually and attempt to install it. Then I get the error message
“KB842773 installation error� “the file c:\windows\system32\qmgrprxy.dll is
open or used by another program�. I am asked to close all programs but as far
as I can see all programs are closed. I get the same result if installing in
safe mode. What can I do? Below is my last log attempting to install I safe
mode.
